Latin America has become a protagonist in the new world scenario. The economics of the region and its undeniable potential, among other factors, make it quite attractive for investment and business. The biggest after-effect of the economic recession in the US is fear of job loss. Tech jobs in this case. That fear has manifested itself through everything from politicians talking tough on outsourcing, to anti-immigrant sentiments, to the new visa restrictions on foreign workers. But evidence now suggests that one of the reasons high-end tech jobs are moving offshore is really the lack of high-end skills to match those jobs.

As Latin America moves away from call center work into higher-end value added services, it’s increasingly difficult to train workers for complex IT positions. Buy-side companies prefer instead to go where the most talent is, and LATAM governments are catching on. With each country promoting itself as having the most qualified labor pool, it’s often hard to know before you get on the ground which locations can meet your skilled labor needs, and which ones simply won’t pan out. We at Nearshore Americas decided to make things clearer by publishing our own ranking of the top Latin American cities for technical training and most available IT workforce.
The pursuit of human capital is driving a dramatic shift in the global outsourcing industry. According to report released today from AT Kearney, the top outsourcing destinations (India, China and Malaysia) are losing ground as the flow of deals spreads more widely across the globe. 
As we continue to chronicle on this website, one of the key beneficiaries of this trend are Latin American and Caribbean nations who have made the necessary investments in telecom infrastructure, jobs and educational training and tax incentives to attract services contracts. As advocates of nearshore outsourcing, we were especially pleased to see that AT Kearney singled out several nearshore nations as being outstanding performers in global services:
